MPP Harris Jump Starts Legislation to Cut Red Tape for Auto Sector

TORONTO – In the Ontario Legislature yesterday, Kitchener-Conestoga MPP Mike Harris introduced a Private Member’s Bill, Bill 50, the Cutting Red Tape for Motor Vehicle Dealers Act, 2018. The Bill proposes to modernize Ontario’s vehicle registration process for auto dealers and consumers. If passed, Bill 50 would eliminate the need for automobile dealers to physically bring paperwork back and forth to a licensing office upon completion of a sale or lease. Instead, dealers would be able to register and licence the newly sold vehicle online, from their dealership.

Representing over 1,000 new car dealers across Ontario, the Trillium Automobile Dealers Association fully supports Bill 50 and deeply appreciates MPP Harris for introducing this much needed legislation. If passed, Bill 50 will bring Ontario’s auto retail sector into the 21st century and have Ontario join other provinces and many US States that allow auto dealers to electronically register the vehicles they sell and lease.

Facts

• The Province of Quebec has permitted automobile dealers to conduct in-dealership vehicle registrations since 2002, with 700 dealers currently participating. New Brunswick, PEI and Newfoundland and Labrador currently provide this service.
• New York State has allowed auto dealers to provide this service since the 1990s.
• In 2011, the province of Ontario conducted a pilot project on in-house vehicle licensing and registration at two new car dealerships that was viewed as successful by the participating dealers and the government.
• A similar version of Bill 50 was introduced by MPP Steve Clark in 2015, known as Bill 152. Bill 152 passed second reading with all party support.
• Harris was first elected to the Ontario Legislature on June 7, 2018, as the MPP for Kitchener-Conestoga. Bill 50 is his first Private Member’s Bill.
• Harris also serves as a Member of the Standing Committee on Regulations and Private Bills and the Standing Committee on the Legislative Assembly.
